Fidelity Eliminates Fees on Two New Index Funds

August 2, 2018--Fidelity Investments announced that it won't charge any management fees on the new funds as price competition intensifies.

The race to zero in the investing world has finally reached bottom at one of the nation's biggest money managers.

Starting Friday, Fidelity Investments will offer clients the chance to invest in two new stock-index funds without paying any fees, putting new pressure on low-cost rivals such as Vanguard Group and Charles Schwab Corp.

WisdomTree Launches the WisdomTree 90/60 U.S. Balanced Fund (NTSX)

August 2, 2018--NTSX Offers New Approach to Traditional Asset Allocation
WisdomTree (NASDAQ: WETF), an exchange-traded fund ("ETF") and exchange-traded product ("ETP") sponsor and asset manager, today announced the launch of the WisdomTree 90/60 U.S. Balanced Fund (NTSX) on the NYSE Arca. The Fund has an expense ratio of 0.20%.

NTSX, WisdomTree's second asset allocation ETF, seeks to achieve total return by investing in large-cap U.S. equities and U.S. Treasury futures contracts. More specifically:
This exposure is created by investing approximately 90% of Fund assets in a representative basket of U.S. equity securities of large-capitalization companies generally weighted by market capitalization and 10% in short-term fixed income securities that collateralize a targeted 60% notional exposure to U.S. Treasury futures.

NYSE-owner ICE to launch new fixed income ETF platform

August 2, 2018--Intercontinental Exchange Inc is partnering with BlackRock Inc on a new fixed income exchange-traded fund execution platform to open next year, the owner of the New York Stock Exchange said on Thursday after reporting a rise in quarterly earnings.

The new platform will be a wholly-owned subsidiary of ICE and is aimed at simplifying the creation and redemption process for ETF units, which can then be split up and sold to investors in the secondary market, ICE said. BlackRock will help develop and support the system.

Thompson Hine Update-SEC's Proposed ETF Rule Removes Some Conditions Compared to Prior Exemptive Orders, But Adds Others

August 1, 2018--Key Notes:
Proposed rule 6c-11 omits representations and conditions contained in prior exemptive orders, including the requirement for the dissemination of an intraday indicative value and certain marketing requirements.

The rule also includes additional requirements not found in prior orders, including those relating to custom baskets and website disclosures.

All exchange-traded funds (ETFs) operate subject to a variety of conditions and required representations imposed by their respective exemptive orders they received from the Securities and Exchange Commission (SEC). While ETFs would be spared the expense and delay of obtaining an exemptive order if newly proposed rule 6c-11 under the Investment Company Act of 1940 (1940 Act) is adopted, they nevertheless would be required to satisfy a number of conditions

U.S. bank regulator allows fintech firms to seek federal charter

July 31, 2018--A U.S. bank regulator said on Tuesday it would start accepting national charter applications from financial technology companies, giving so-called fintech firms a path to federal oversight for the first time.

The move by the U.S. Office of the Comptroller of the Currency (OCC) will be cheered by the likes of OnDeck Capital Inc (ONDK.N), Kabbage and LendingClub Corp (LC.N) because it opens the door to operating nationwide under a single licensing and regulatory regime instead of a patchwork of state licenses.
