ESMA CONSULTS ON PROPOSED IMPLEMENTING MEASURES FOR BENCHMARKS REGULATION

May 27, 2016--The European Securities and Markets Authority (ESMA) has today published a Consultation Paper (CP) on draft implementing measures regarding the Benchmarks Regulation (BR).

ESMA is seeking stakeholder's input on draft Technical Advice (TA) it is supposed to develop in order to detail the implementation of the incoming BR which was introduced following the rigging of different market benchmarks such as Libor. The CP is seeking stakeholder's feedback on the proposes regulatory framework for benchmarks, including in the following key areas:

Definition of Benchmarks;

Measurement of the use of critical and significant benchmarks;

Criteria for the identification of critical benchmarks

ESMA issues technical standards on indirect clients

May 26, 2016--The European Securities and Markets Authority (ESMA) has today issued two final draft regulatory technical standards (RTS) on indirect clearing under the Markets in Financial Instruments Regulation (MiFIR) and the European Market Infrastructure Regulation (EMIR) respectively.

The draft RTS clarify provisions of indirect clearing arrangements for OTC and exchange-traded derivatives and help to ensure consistency and that an appropriate level of protection for indirect clients exists.

SIX Swiss Exchange welcomes new ETF issuer

May 25, 2016--UniCredit is building on its well-established history as an ETF provider and launching two products on European convertible bonds on SIX Swiss Exchange.

SIX Swiss Exchange is pleased to welcome UniCredit as a new ETF issuer. UniCredit is also the market maker for the first two products admitted to trading of its subsidiary Structured Invest S.A.

Amundi launches two smart beta European equity ETFs

May 25, 2016--French exchange-traded fund provider Amundi ETF has launched two new smart beta European equity ETFs on Euronext Paris targeting momentum and quality factor exposures.

The ETFs are designed to help investors perform their asset allocation choices and are cheaper than existing ETFs on the same underlying.

Ex-Deutsche duo launch ETF hedge fund

May 25, 2016--A former equity index derivatives head at Deutsche Bank is aiming to take advantage of the boom in exchange-traded funds by launching a systematic hedge fund focusing on equity ETFs.

Olivier Thomas, whose hedge fund manager BrookVale Capital was registered at Companies House in February, has teamed up with another former employee at Deutsche Bank to launch a hedge fund trading equity ETFs and is aiming to capitalise on the "incredible array of investment themes [for small hedge fund managers] to access and benefit from" in the sector.

ECB-Euro area investment fund statistics: first quarter of 2016

May 24, 2016--In the first quarter of 2016 the outstanding amount of shares/units issued by investment funds other than money market funds was € 9,178 billion, which is € 128 billion lower than in the fourth quarter of 2015.

Investment funds other than money market funds increased their holdings of debt securities issued by the rest of the world and decreased equity issued by the rest of the world. At the same time the holdings of debt securities issued by euro area residents increased and equity has decreased.

Mixed funds registered an inflow of €15 billion in the first quarter of 2016, while bond funds experienced an inflow of € 3 billion.

Research and analysis: HM Treasury analysis: the immediate economic impact of leaving the EU

May 23, 2016--This document assesses the immediate economic impact of a vote for the UK to leave the EU.
A vote to leave would cause a profound economic shock creating instability and uncertainty which would be compounded by the complex and interdependent negotiations that would follow.

The central conclusion of the analysis is that the effect of this profound shock would be to push the UK into recession and lead to a sharp rise in unemployment.

Two scenarios have been modelled to provide analysis of the adverse impact on the economy: a 'shock' to the economy, and a 'severe shock'.
